An agency and each grant recipient shall:

1. A. Maintain accurate financial records of :

   1. (1) All transactions which relate to the grant; and
   2. (2) Any other books, accounts, and records the Department may require;
2. B. File with the Department any reports the Department may require; and
3. C. Make their records relating to the grant available to the Department for review on request for a period of not less than 3 years from the date of the grant.
