1. A. All projects in a round which meet the requirements of Regulations .21 and .22 of this chapter shall be evaluated on a point basis, which may include the following criteria:

   1. (1) Capacity of the development team;
   2. (2) Community context;
   3. (3) Public purpose;
   4. (4) Leveraging and cost-effectiveness; and
   5. (5) Development quality.

2. B. At the completion of the review of projects under §A of this regulation, the Department may award bonus points to one or more projects based on one or more of the following considerations:

   1. (1) Project priority categories;
   2. (2) Geographic distribution;
   3. (3) Unique or time sensitive financing opportunities;
   4. (4) Urgent or recent changes in housing needs;
   5. (5) Economic development opportunities;
   6. (6) Changes in the equity or debt market related to low-income housing tax credits or other funding sources;
   7. (7) Critical policy directives or goals; or
   8. (8) Fair housing considerations.
3. C. The project selection criteria and bonus points under §§A and B of this regulation shall be established by the Department in the Program Guide and may be modified from time to time to eliminate or add categories or criteria.
