1. A. The Agency may not authorize an expenditure for full weatherization in which the total cost exceeds $1,800 unless the Agency has been granted a waiver by the Department based on established criteria and sufficient documentation.

2. B. The Agency may not authorize installation if:

   1. (1) A dwelling unit has been previously fully weatherized;
   2. (2) A dwelling unit is determined to be ineligible; or
   3. (3) An applicant refuses weatherization services.
