1. A. It is the goal of the Department to increase program participation by minority business enterprises certified under State Finance and Procurement Article, Title 14, Subtitle 3, Annotated Code of Maryland.

2. B. To increase participation by minority business enterprises, the Department shall:

   1. (1) Directly market the program to minority business enterprises; and
   2. (2) Require an applicant to submit a minority business plan.
