Employee housing shall be provided at no cost or reduced cost if:

1. A. There is a need to have an employee in a State-owned housing unit to:

   1. (1) Provide a high level of security to a specific area or facility,
   2. (2) Respond to requests for assistance and emergencies in or near the area or facility,
   3. (3) Perform basic maintenance as the caretaker of the specific area or facility with high use; or
2. B. The State unit determines, with the approval of the Department, that the best interest of the State will be served by providing rent-free or reduced-rent housing.
