1. A. The following terms have the meanings indicated.

2. B. Terms Defined.

   1. (1) “Personal record” means a public record that names or, with reasonable certainty, otherwise identifies an individual by an identifying factor such as:

      1. (a) An address;
      2. (b) A description;
      3. (c) A finger or voice print;
      4. (d) A number; or
      5. (e) A picture.
   2. (2) “Secretary” means the Secretary of General Services or the Secretary's designee.
