1. (a) The head of the Administration is the Maryland Transit Administrator, who shall be appointed by the Secretary with the approval of the Governor.

2. (b)

   1. (1) The Administrator serves at the pleasure of the Secretary and shall report directly to him.

   2. (2) Subject to the authority of the Secretary, the Administrator is responsible for carrying out:

      1. (i) The powers and duties vested by law in the Administration; and
      2. (ii) Those powers and duties vested in the Secretary and delegated to the Administrator by the Secretary.
3. (c) The Administrator is entitled to the salary provided in the State budget.
