1. (a) The Administration may establish and maintain facilities in the Baltimore harbor area to dispose of waste matter, other than oil, collected from commercial vessels under the applicable provisions of Title 8 of the Natural Resources Article.
2. (b) The Administration shall make a reasonable charge for the use and service of this facility.
