1. (a) In this section, “dealer” has the meaning stated in § 15-101 of this article.
2. (b) A dealer may not sell or offer for sale a vehicle on which an exhaust emission control, gasoline tank filler inlet, or crankcase ventilation device described under § 22-402.1 of this subtitle is removed or altered.
