1. (1) When necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device; or
2. (2) For the purpose of and while actually engaged in receiving or discharging passengers.

“Stand” means to halt a vehicle, whether or not it is occupied, other than temporarily:
