1. (a) “Manufacturer” means a person in the business of constructing or assembling vehicles of a type required to be registered under Title 13 of this article.
2. (b) “Manufacturer” includes the first-stage manufacturer and the second-stage manufacturer of a two-stage vehicle, as these terms are defined in § 13-113.2 of this article.
