1. (a) Except as provided in subsection (b) of this section, and except as otherwise expressly provided, this title and Titles 21 and 29 of this article apply to each State system.
2. (b) Title 21, Subtitle 4 and Titles 22 through 31 of this article do not apply to the Legislative Pension Plan.
