Application of subtitle

(a) Except as provided in this section, this subtitle applies to all employees in the:
1. (1) skilled service; and
2. (2) professional service.
(b) This subtitle does not apply to an employee in:
1. (1) the management service; and
2. (2) a special appointment position in any service.
