1. (a) Except as otherwise provided by law, an employee in the Judicial, Legislative, or Executive Branch of State government is governed by the laws and personnel policies and procedures applicable in that branch.
2. (b) A unit in the Executive Branch of State government may not petition or apply to the federal government for a waiver of any provision of the federal Fair Labor Standards Act that is applicable to the unit, even if the waiver is otherwise authorized under federal law.
