(a)
- (1) The Secretary shall adopt regulations to carry out this subtitle.
- (2) Regulations to implement the Innovative Idea Awards Program shall be made with the concurrence of the Governor's Award Panel.
(b)
- (1) Within 90 days after the end of each fiscal year, the head of each principal unit shall submit to the Secretary a report on all awards made under this subtitle.
- (2) The report shall be made on the form and in the manner that the Secretary requires.
