1. (1) the work of the Department in the immediately preceding year; and
2. (2) recommended changes to laws or policies to promote social equity.

On or before December 1, 2026, and each year thereafter, the Department shall report to the Governor and, in accordance with § 2-1257 of this article, the General Assembly on:
