1. (a) Except as otherwise provided in this section, the Corporation is exempt from:

   1. (1) Title 3 of the General Provisions Article;
   2. (2) Title 2, Subtitles 2, 4, and 6 and § 2-510 of the State Finance and Procurement Article;
   3. (3) Title 3 of the State Finance and Procurement Article;
   4. (4) Title 4, Subtitles 2 through 7 of the State Finance and Procurement Article;
   5. (5) Title 6, Subtitle 1 of the State Finance and Procurement Article;
   6. (6) Title 7, Subtitles 1 through 3 of the State Finance and Procurement Article;
   7. (7) Title 8, Subtitle 1 of the State Finance and Procurement Article; and
   8. (8) Division II of the State Finance and Procurement Article.
2. (b) The Corporation and its officers and employees are subject to the Maryland Public Ethics Law¹ and the State minority business enterprise laws, except as otherwise provided in this subtitle.

3. (c) Before approving the final plans for the museum, the Corporation shall:

   1. (1) submit preliminary plans to the City of Baltimore for review; and
   2. (2) consider comments from the City of Baltimore on the preliminary plans.
