1. (a) There is a State Lottery Fund.

2. (b) Except as otherwise specifically provided by law:

   1. (1) the Agency shall account to the Comptroller for all of the revenue under this subtitle; and
   2. (2) the Comptroller shall credit the revenues to the State Lottery Fund.

3. (c) A system of voucher deposits may be used for:

   1. (1) payout of prizes;
   2. (2) payout of commissions; and
   3. (3) reimbursement for money paid out for prizes or commissions.
