1. (a) The Board shall appoint up to three deputy directors.

2. (b) The deputy directors:

   1. (1) are responsible to and serve at the pleasure of the Board;
   2. (2) must have knowledge of and experience with labor issues;

   3. (3) must be attorneys who:

      1. (i) are licensed by the State at the time of appointment; or
      2. (ii) will become licensed by the State within 12 months after the date of appointment; and
   4. (4) are entitled to the salary provided in the State budget.
