1. (a)

   1. (1) The Committee consists of 8 members.

   2. (2) Of the 8 members:

      1. (i) 4 shall be Senators, appointed by the President; and
      2. (ii) 4 shall be Delegates, appointed by the Speaker.

2. (b)

   1. (1) A member appointed by the President serves at the pleasure of the President.
   2. (2) A member appointed by the Speaker serves at the pleasure of the Speaker.
