1. (a) After adopting a regulation, a unit shall submit to the Administrator a notice of adoption, for publication in the Register.

2. (b) If the text of the adopted regulation is the same or substantially similar to the proposed regulation, the notice shall:

   1. (1) state that the texts are the same or substantially similar;
   2. (2) cite the date of the Register in which the proposed regulation was published; and
   3. (3) show each change in the text with the symbols that the Administrator requires.
