1. (a) Except as otherwise expressly provided by law, this subtitle applies to:

   1. (1) each unit in the Executive Branch of the State government; and

   2. (2) each unit that:

      1. (i) is created by public general law; and
      2. (ii) operates in at least 2 counties.

2. (b) This subtitle does not apply to:

   1. (1) a unit in the Legislative Branch of the State government;
   2. (2) a unit in the Judicial Branch of the State government;
   3. (3) a board of license commissioners;
   4. (4) the Rural Maryland Council; or
   5. (5) the Military Department.
