1. (a) The Secretary is responsible for ensuring compliance with the requirements of this subtitle.

2. (b) The Secretary shall establish criteria to assist units in ensuring contractor compliance with this subtitle, including:

   1. (1) penalties for a contractor's failure to use apprentices or interns as provided in a bid or proposal; and
   2. (2) procedures for reporting alleged violations of this subtitle.
