1. (a) On or before the 3rd Wednesday in January of each year, the Secretary of Transportation shall submit to the General Assembly, subject to § 2-1257 of the State Government Article, a report on amendments of appropriations for programs of the Department of Transportation.

2. (b)

   1. (1) A report under this section shall describe each proposed amended appropriation for a program that the Department has submitted or expects to submit during the current fiscal year under § 7-209 of this subtitle.

   2. (2) The description shall include:

      1. (i) an explanation of the purpose of the amendment; and
      2. (ii) an analysis of the impact of the amendment on appropriations of special and federal funds.
