1. (a)

   1. (1) The Secretary shall prepare for the Governor a draft of the proposed budget.

   2. (2) The draft shall:

      1. (i) be comprehensive;
      2. (ii) eliminate duplication and conflict; and
      3. (iii) include each item that the Governor is required by law to include in a proposed budget.
2. (b) The Secretary shall include in the draft items for capital improvements.

3. (c) The Secretary may specify:

   1. (1) the form to be used by a unit of the Executive Branch of the State government or a private entity to request an appropriation from the State;
   2. (2) information that must be submitted with the form; and
   3. (3) the time for submission of the form.
