1. (a) It shall be the policy of the State that the emphasis of funding for public school construction projects shall be to target the rehabilitation of existing schools to ensure that facilities in established neighborhoods are of equal quality to new schools.
2. (b) This section may not be construed to prohibit the provision of school construction funding outside a priority funding area.
3. (c) The Interagency Commission on School Construction shall review and approve school funding projects.
