1. (1) seek comments from and consult with the local governments of the areas that are affected by the Plan; and

2. (2) seek the cooperation and advice of appropriate:

   1. (i) governmental units;
   2. (ii) regional planning commissions;
   3. (iii) public or private educational institutions;
   4. (iv) public or private research organizations;
   5. (v) civic groups; and
   6. (vi) interested persons.

In the preparation and revision of the Plan or any part of it, the Department shall:
