1. (1) The Commissioner shall:

   1. (i) Determine whether a patent may be issued under this title; and
   2. (ii) Adopt a seal for land patent proceedings; and

2. (2) The Commissioner may:

   1. (i) Administer oaths and affirmations in land patent proceedings; and
   2. (ii) Do anything else necessary to carry out the provisions of this title.
