1. (1) means a unit of government that is engaged in urban renewal activity; and

2. (2) includes:

   1. (i) the State;
   2. (ii) Montgomery County;
   3. (iii) Prince George's County; and
   4. (iv) any unit of government in Montgomery County or Prince George's County.
