1. (a) By October 31 of each year, the Commission shall issue a report to the Montgomery County and Prince George's County Senate and House Delegations to the Maryland General Assembly concerning:

   1. (1) the implementation and administration of the minority business enterprise programs under this subtitle for the fiscal year ending on the preceding June 30; and
   2. (2) appropriate recommendations concerning the programs.

2. (b)

   1. (1) The Commission may conduct an impartial fact-finding study in connection with a minority business enterprise program for consistency with applicable law.
   2. (2) The Commission shall report the findings of a study completed under this subsection to the Montgomery County and Prince George's County Senate and House Delegations to the Maryland General Assembly.
