1. (a) Except as otherwise provided by law, this section does not apply to a requirement or violation of:

   1. (1) Subtitle 4 of this title;
   2. (2) Title 7, Subtitle 1 of this article;
   3. (3) Title 8, Subtitles 1 and 3 of this article; or
   4. (4) Title 9, Subtitle 3 of this article.

2. (b) A public service company:

   1. (1) shall comply fully with the requirements of this division; and
   2. (2) may not violate any provision of this division.
