1. (a) This section applies to any municipal corporation in Talbot County that supplies water to an area outside the boundaries of the municipal corporation.
2. (b) On written application, the Commission may grant the applicant a certificate of authority to establish a service area outside of its boundaries and to supply that service area with water.
