1. (a) The Authority may:

   1. (1) adopt bylaws for the conduct of its business;
   2. (2) adopt a seal;
   3. (3) maintain an office at a place it designates;
   4. (4) maintain facilities for the purpose of holding hearings under this subtitle;
   5. (5) employ a staff;
   6. (6) accept a grant, a loan, or any other assistance in any form from any public or private source, subject to the provisions of this subtitle;
   7. (7) enter into contracts and execute the instruments necessary or convenient to carry out this subtitle to accomplish its purposes; and
   8. (8) do all things necessary or convenient to carry out the powers expressly granted by this subtitle.
2. (b) The Authority shall adopt a code of conduct for its members.
