1. (a) On or before February 1 of each year, the Police Commissioner of Baltimore City shall report the following information concerning the Baltimore Police Department to the Mayor and City Council of Baltimore and, in accordance with § 2-1257 of the State Government Article, the members of the Baltimore City Delegation to the General Assembly for the previous calendar year:

   1. (1) the total number of sworn police officers in the Department;
   2. (2) the number of sworn African American police officers in the Department;
   3. (3) the number of sworn female police officers in the Department;
   4. (4) the number of sworn police officers in the Department who are residents of Baltimore City;
   5. (5) the number of recruiting events the Department sponsored or participated in in Baltimore City;
   6. (6) the number of instances of use of force that resulted in the transport of a civilian to a hospital by an emergency vehicle, when the injury occurred as a direct result of an officer's actions;
   7. (7) the number of civilian complaints about the use of force by an officer;
   8. (8) the number of officers who were suspended with pay;
   9. (9) the number of officers who were suspended without pay;
   10. (10) the percentage of patrol officers who were assigned to neighborhood patrols;
   11. (11) the number of youth under the age of 18 years referred to intervention programs by officers; and
   12. (12) a description of the Department's community policing efforts, including community policing programs, participation in town hall meetings, and efforts to engage with schools, recreation centers, community centers, and senior centers.
2. (b) The report required under subsection (a) of this section shall be made available to the public on the Department's website.
