1. (a) The Secretary may adopt rules necessary to:

   1. (1) promote the effective and efficient performance of the duties of the Department; and
   2. (2) ensure the good government of the Department and its employees.
2. (b) The Secretary may suspend, amend, rescind, abrogate, or cancel any rule adopted by the Secretary or any former Secretary.
