1. (a) In this subtitle the following words have the meanings indicated.

2. (b) “Governing body” means:

   1. (1) the county executive and county council of a charter county with a county executive;
   2. (2) the county council of a charter county with no county executive;
   3. (3) the board of county commissioners of a county; or
   4. (4) the mayor and council, by whatever name known, of a municipal corporation.
3. (c) “National Capital Region” means the area defined under § 2674(f)(2) of Title 10 of the United States Code, including those counties with a border abutting that area and any municipal corporations in those counties.
