1. (a) The Governor may adopt regulations that provide for the retirement of officers and enlisted individuals.
2. (b) The Governor may order a retired officer or enlisted individual to active duty.

3. (c)

   1. (1) There is a retired list exclusively restricted to retired officers and enlisted individuals of the organized militia.

   2. (2) The retired list shall be divided into three groups of retired individuals:

      1. (i) the National Guard;
      2. (ii) the Maryland Defense Force; and
      3. (iii) the Inactive National Guard.
