1. (a) This title applies to all uniformed volunteer companies.

2. (b) A provision of this title may not be repealed or amended by any statute passed by the General Assembly unless the statute explicitly:

   1. (1) refers to this title as the militia law, or by its other titles, as part of the general laws of the State; and
   2. (2) repeals or amends the referenced provision.
