1. (a) A person may not catch shrimp for commercial purposes unless the person first obtains a license from the Department.

2. (b)

   1. (1) Notwithstanding any other provisions of this title, the Department may adopt regulations:

      1. (i) Governing any aspect of the shrimp fishery; and
      2. (ii) Establishing and implementing a pilot program related to fishing for shrimp.

   2. (2) Regulations adopted under paragraph (1)(i) of this subsection may authorize the Department to establish for the shrimp fishery by public notice:

      1. (i) Closed areas;
      2. (ii) Catch limits;
      3. (iii) Seasons;
      4. (iv) Size limits;
      5. (v) Gear restrictions; and
      6. (vi) Reporting requirements.
