1. (a) The Commission shall elect a chair from among its members.
2. (b) The Commission shall determine the times and places of its meetings.

3. (c)

   1. (1) A majority of the members of the Commission is a quorum.
   2. (2) Action by the Commission requires the affirmative vote of a majority of the Commission members present.
4. (d) The Montgomery County government shall provide staff for the Commission.
