1. (a) The board of drainage commissioners shall organize as a corporation named “The Board of Drainage Commissioners of ... District”.

2. (b) A board of drainage commissioners may:

   1. (1) exercise corporate powers;
   2. (2) hold and convey property; and
   3. (3) sue and be sued.
3. (c) A board of drainage commissioners shall adopt a seal.
