1. (a) On a petition filed under § 25-201 of this title, the county commissioners, county council, or Mayor and City Council of Baltimore City may establish a watershed association.

2. (b) A watershed association may:

   1. (1) construct, operate, and maintain a watershed project for:

      1. (i) watershed protection;
      2. (ii) flood prevention;
      3. (iii) recreation;
      4. (iv) soil conservation;
      5. (v) drainage;
      6. (vi) the conservation, development, storage, use, and disposal of water for any beneficial purpose in watershed and subwatershed areas; or
      7. (vii) the protection of areas subject to sediment or erosion damage; and
   2. (2) cooperate with local, State, and federal units of government.
