1. (a) A council may:

   1. (1) study governmental problems common to two or more of its members, including matters affecting:

      1. (i) economic conditions;
      2. (ii) education;
      3. (iii) environment;
      4. (iv) health;
      5. (v) regional development;
      6. (vi) safety; and
      7. (vii) welfare;
   2. (2) promote cooperative arrangements and coordinate action among its members; and
   3. (3) make recommendations for review and action to its members and other public agencies that perform functions in the region.
2. (b) A council may employ staff and consultants.
3. (c) A council shall adopt bylaws that designate its officers and provide for the conduct of its business.
4. (d) A council shall submit an annual report of its activities to its members.
