1. (a) The council shall consist of at least one representative from each member.

2. (b) Each representative of a member shall be:

   1. (1) its elected chief executive; or
   2. (2) an individual from its governing body chosen by the governing body.

3. (c)

   1. (1) A member may withdraw from the council by resolution of its governing body.
   2. (2) A withdrawal may not take effect until at least 60 days after the adoption of the resolution.
