Md. Code Ann., Local Gov't § 9-404

Legal claims--Generally

(a) This section applies only to code counties and commission counties.
(b) The county commissioners may sue and be sued.
(c) The county commissioners may not pay a claim against the county unless:
1. (1) the claim is payable by the county; and
2. (2) the claimant produces legal proof of the claim.
