1. (a) This section applies to all counties except:

   1. (1) Anne Arundel County;
   2. (2) Baltimore City;
   3. (3) Baltimore County;
   4. (4) Cecil County;
   5. (5) Howard County;
   6. (6) Prince George's County;
   7. (7) Queen Anne's County; and
   8. (8) Worcester County.
2. (b) The provisions of §§ 9-105 and 9-106 of this article apply to an act, an ordinance, or a resolution adopted by a commission county under this section.

3. (c) The governing body of a county may:

   1. (1) prevent and remove nuisances; and
   2. (2) prevent the introduction of contagious diseases into the county.

4. (d) The governing body of a county may approve the location for:

   1. (1) soap manufacturing;
   2. (2) fertilizer manufacturing;
   3. (3) slaughterhouses;
   4. (4) packinghouses; and
   5. (5) any other facility that may involve conditions that are unsanitary or detrimental to health.

5. (e) This section does not affect:

   1. (1) the powers and duties of the Secretary of Health;
   2. (2) the powers and duties of the Secretary of the Environment; or
   3. (3) any other public general law that relates to health.
