1. (a)

   1. (1) The County Council of Talbot County shall set the fees, terms, and forms for dog and kennel licenses.
   2. (2) A dog license expires as specified by county law.
2. (b) In Talbot County, a dog tag may be a metal tag or a surgically implanted microchip.

3. (c)

   1. (1) In Talbot County, the owner or custodian of a female dog that is in heat may not knowingly allow the dog to run at large.
   2. (2) A person who violates this subsection is guilty of a misdemeanor and on conviction is subject to a fine not exceeding $25.
