(a) This section applies only to:
- (1) Allegany County;
- (2) Garrett County; and
- (3) Washington County.
- (b) For the purpose of building a new road, improving or widening an existing road, or draining a road, the county commissioners may acquire the necessary property through condemnation under Title 12 of the Real Property Article.
