1. (a) A county may establish, maintain, and control hospitals, homeless shelters, and other similar institutions in the county.
2. (b) A county may establish and maintain courthouses.

3. (c) A county may:

   1. (1) establish and maintain local correctional or detention facilities and juvenile facilities;
   2. (2) regulate all individuals confined in the facilities; and
   3. (3) make appropriate provisions for females and juveniles.
