1. (a) The residents of a municipality are a municipal corporation.

2. (b) Under the municipality's corporate name, the municipality:

   1. (1) has perpetual succession;
   2. (2) may sue and be sued; and
   3. (3) may enact and adopt ordinances, resolutions, or bylaws necessary to exercise the authority of the municipality.
